Right. So, I guess fedora infrastructure is 'responsible'?
But its not been at the top of any of our lists due to all the other
more important things we have going on. :( 

So, help would definitely be welcome fixing the matrix/irc issues in the
code, and then we could look at mass updating it.

Or perhaps we should be looking at retiring fedocal, but would probibly
want an open source alternative we could use or deploy.
