While I do not think it has ever been officially
confirmed, it has been widely conjectured that
Google just pays the maximum license fee for
H.264 to cover all their Chrome binary downloads,
which, while it would be a lot of money for many,
is just pocket change for a company with the
revenue of a Google (last I recall, the H.264
license fee cap around $10M/yr).
