Contract Language for the EVM

I would want to say a bit about the latter one. It it considered that
in case of a Ethereum contract  you need a very specific build. This
one isn't very aligned with this deployment strategy. However I
believe that simplifying a smart contract testing/deployment can be
done with this one. Adding this to Fedora simplifies things so I
believe we should consider adding it.
