The procedure outlined by Chris Adams also worked for me:

dnf config-manager setopt fedora-cisco-openh264.enabled=0
dnf swap '*openh264*' noopenh264 --no-best

I had similar results as Simo Sorce for my dnf output, but I did not have
any surprise reinstalls. Thank you for the instructions and the excellent
discussion so far.
