Thanks for thinking this through and apologies for the delay in reverting back,
I only received the reminder you sent today.
Yes greenboot ties with systemd closely, My initial counter will be: reboot is
not solely dependent on if system can achieve boot-complete.target.
But, I am definitely up for optimization as much as possible, created a issue:

to discuss and track it, specially when we are looking forward to bit more
complex use cases like selective rollback and supporting other bootloaders.
