Just a heads up that gdal will also need a rebuild for mingw-icu, but
that should wait until this side tag lands.
Though with the issue with libarrow itself below, I'm worried that this
might take a bit.
If gdal does get rebuilt in rawhide, I suppose it could just get rebuilt
in the side tag again?

Looks like you split up the include headers between two -devel packages.
But this does not appear to be workable if files in libarrow-devel
require headers in libarrow-compute-devel.
