It does not and it never did.
Here's a build failure caused by passt (for networking) not being installed: https://koji.fedoraproject.org/koji/taskinfo?taskID=138164879 virt-builder: error: libguestfs error: could not create appliance through libvirt. Original error from libvirt: Cannot find 'passt' in path: No such file or directory [code=38 int1=2] This is a new failure, since last time the package was rebuilt. In theory it seems the package should have been installed, via: BuildRequires libguestfs-devel -> Requires libguestfs -> Requires libvirt-daemon-driver-qemu -> Recommends passt which would only make sense if Koji isn't installing 'Recommends' dependencies any more.
It never did. So the dependency might have been pulled transitively by another package previously.
