So, while I of course believe that all these problems are just self-inflicted issues by Fedora sticking with Grub through thick and thin (instead of just adopting systemd-boot), I will still say this: it should not be very hard to expose grub's fs drivers via the efi fs protocol if they wanted to, when they chainload a UKI. (But frankly, just adopt systemd-boot already, it solves *all* these issues, and more.
