Are there any requirements for other packages introducing new features
for making sure they're functional out of the box with SELinux?  This
seems like a gap.

I've seen systemd add new features that don't actually work in Fedora
because they aren't properly coordinated with SELinux policy.  This is
frustrating to see - if the systemd features aren't going to be tested
with the default SELinux policy, they should be disabled in Fedora
builds.
