The PR does more damage than desired. The scripts have two functions,
one is to provide a system-local cache and the other is to add a path
object for ccache wrapping the compiler with a way for user-local
disabling of it. We always want the former, even if we don't always
want the latter.

Splitting the profile snippet and turning the path override into a
separate thing would be better.
