If you want to submit a package for inclusion in Fedora, please
take a look at the "New package process for new contributors"
documentation page:

Taking a brief look at your COPR, you build the package by
downloading dependencies from the internet with cargo.
Unfortunately, this is not allowed in Fedora - our build
infrastructure runs without internet access.

Take a look at the Rust Packaging Guidelines for some information
on how to write a proper .spec file for a Rust package:
