Ah... well, that's interesting. I wonder if the SUSE maintainer added it because they also saw errors about being unable to find the config.cmake file. :)
Either way, I've got a build of aws-kms-pkcs11, and if that proves useful I'll come back around to this and contact the SUSE maintainer to find out why they overrode CXX_FLAGS in order to clean up this spec and prepare it for review and inclusion in Fedora.
