I’m most concerned that level-zero is not found.
I think your using the wrong level-zero
Intel-level-zero might still be a build-requirement (I’m guessing not, don’t 
have time to check), but it is looking for oneapi-level-zero (the level zero 
loader)

No, it doesn't seem to enable oneAPI - neither in runtime for me, nor according 
to the build logs where you can see:
-- oneAPI not found, disabling WITH_CYCLES_DEVICE_ONEAPI
-- SYCL 6.0+ or Level Zero not found, disabling WITH_CYCLES_DEVICE_ONEAPI

OneAPI support on Cycles Rendering for Blender is finally enabled on all but 
Fedora 41 (which will reach EOL in a few days) for Intel graphical cards, in 
addition to Ray Tracing.
When running Blender 3D, "Preferences → System" should automatically activate
