The Packaging Guidlines [1] say: "All package dependencies (build-time or runtime, regular, weak or otherwise) MUST ALWAYS be satisfiable within the official Fedora repositories."
So are Suggests: a Weak dependency, or a Hint? On the Weak dependencies page [2], the table differentiates between "Weak" and "Hint" dependencies. Also, the "Weak dependencies" heading is at the same level as the "Hints" heading. It is not clear if "Suggests:" is considered a "weak dependency". If "Hints" are also part of the overall umbrella of "Weak dependencies" perhaps a different term should be used for the non-Weak type of Weak dependency to avoid this confusion.
