We have several packages where last change in package was done years ago. Despite newer versions upstream.

I agree.

I recently discovered that protobuf has not been rebased to new version for 5 years!!! Sure, this is very special case and people tried, but I also wonder. How many such packages exists.

I would love to see regular reports with list of package that were not rebase for 2 years (and upstream has newer version available).

Would be great.

Debian has debian/watch for it.

I have a feeling that Fedora has nothing like that (other than guessing new versions based on what is in spec). Still, those "there is a new upstream version" bugs comes from somewhere.
