I think it means the macro is defined in Fedora by default (but perhaps
to 0 instead of 17).  On Fedora, %rhel and others are undefined, and not
defined to zero.

Hummingbird glibc uses the Fedora 43 glibc.spec and patches verbatim.
It looks like the relationship is different for other components.
