Hi all,

With RFC 9980 [0] finally ratified and published, the sequoia-pgp
project has released new versions of their applications and libraries
that now include support for PQC algorithms (notably, ML-DSA, SLH-DSA,
and ML-KEM) [1].

This *should* be a backwards compatible change since it only adds new
functionality (with one minor exception - RipeMD160 hash support had
to be dropped temporarily, but can hopefully be added back soon [2]).

I'll set the stable by time / karma thresholds for the updates
sufficiently high so they can get appropriate testing.
