Yes to everything said here.

Additional technical info:

In our current dist-git pagure instance, the main package admin becomes
the "EPEL bz assignee" by default. In particular, if someone orphans the
EPEL branches, then the Fedora main admin gets "bugged" by anything
filed against the EPEL package. And, together with the conversation in
the mentioned bug about the epel-sig, it's no wonder someone would
perceive this as bullying.

Indeed, no Fedora packager is obliged to maintain EPEL branches. The
situation with bz makes it feel different. BTW: Last time I checked,
documentation still mentioned epel-sig to be added as comaintainers. If
it's really dysfuctional or non-existing, the last one to leave should
turn off the lights.
