There was an example posted to the discussion that said: Skipping 1 package due to vendor change restriction: "(none)" -> "NetBird".
It was claimed that (none) -> Fedora was intended to be a fully support change. I interpreted that as not only (none) -> Fedora, but equivalent changes if (none) -> Fedora. If changing from (none) -> Fedora is not going to be allowed this proposal is a hard NO from me (for the reasons I previously stated as my minimal requirements) as system upgrades are going to be broken in ways as individuals move forward and do not notice they are on old unsupported, vulnerable versions of package.
