Hello,

linux-atm has been FTBFS for a while, because kernel 7.2 dropped [0] most of
the ATM-related UAPI headers that this package needs, which makes this package
basically dead. Given that, I'd like to retire it soon.

linux-atm is currently needed by two packages - ppp and iproute. The former one
seems to contain its own internal implementation of ATM-related stuff if
linux-atm is not available, so it can (IIUC) switch to that. As for iproute,
the BR was necessary for iproute's ATM qdisc support, but that has been dropped
in 2023, so the BR is not necessary anymore.

I opened PRs both for ppp [1] and iproute [2] some time ago, so if the
respective package maintainers (CC'ed) could take a look at them, it would be
much appreciated.

Cheers,
Frantisek
