I have 6 packages I need to add. I create the first project, which is
hosted on github. When I click the "Test Check" button, I am told
that we've been rate-limited and it will be another 15 minutes before
I can check. Fine, I'll just create the project and let it get picked
up later. Except when I click the "Submit" button, I get an error:

The check failed: could not retrieve versions. Error: Rate limit was
reached. Will be reset in "2026-10-21T14:37:30+00:00".. Please verify
the project configuration (backend, homepage, version URL, etc.) and
try again.

Verifying the project configuration is going to do nothing at all
about the rate limit being reached, so I don't know why I'm being
advised to do that. I remember that I used to be able to click Submit
and create the project in this situation. Why was that ability
removed? Now I have to remember to come back in 15 minutes and try
again, which may or may not happen. And if I'm not watching the clock
and try again in 18 minutes instead of 15, it's entirely possible that
the rate limit will have been reached again and I'll have the same
experience.

And then I have to repeat all of this 5 more times....
