Cannot is a strong word.  For example, an update process can hang
around and watch for all instances process to go away while some
notification facility nags users to restarted.  Or on close the DE can
signal the staged upgrade to go through, or just automatic on reboot.

Reboots on triggered from the desktop environment certainly no more
multi-user hostile than that.
