It seems like something that should be automatable, really. Don't we
already have this, to some degree? The layout, contents and build
process for PEAR packages is standardized, AIUI, so they can use
virtually the same spec file and bumps should be entirely automatable in
the vast majority of cases.

Would it be super-hard to just write a bot that does PEAR package builds
and updates? That seems like it'd mostly solve the problem.
