The util-linux package for Fedora >= 19 does not contain floppy(8)
command anymore, reasons:
* util-linux contains fdformat(8)
* floppy(8) is not part of the util-linux upstream
* floppy(8) upstream seems inactive:

* if you really need floppy(8) then you can follow:
http://fedoraproject.org/wiki/New_package_process_for_existing_contributors
