Hey, I had this too, it apparently means it has been opened for QA but not yet processed.
In my case, I sent mail to developer-c...@jolla.com as Artem suggested, received a quick reply (I guess it has become better now) and had the lock released, as in my case someone had started working on it but didn't get it finished rightaway, forgetting to unlock it.
