I'm not sure exactly when the /dev/bsg directory gets created. From what I can tell the problem is before fcoe, libfc and scsi_tranport_fc. On my system /dev/bsg/ is created before any of these modules is loaded.
What distro are you using? If it's something that's old you might be having issues with udev or something like that. You could try updating the distro you're using. You could also engage the linux-scsi mailing list and ask why /dev/bsg might not be created.
