Hi,
unrelated to RIOT, but for the sake of completeness, there is also the
native git command `git request-pull` [1], which let's you generate a
pull request message that you can send per email to e.g. a mailing list.

Keep in mind, that Pull Requests are not a feature of Git, but of the
software that is provided by your repository hoster (in our case
Github). What Atlassian understands as a Pull Request can differ
vastly from what Github sees as a Pull Request (though I do not expect
that much of a difference). Maybe it is helpful to fact-check in
Github's Help page [1].
i still did not find the correct way to add TAGS to pulls - can
anyone give me a hint on that ?
`git pull` is a concatination of the commands `git fetch` and `git
merge FETCH_HEAD` [2]. In so far it might be possible to `git pull -t`
to get the tags. However in general it is advisable to get references
and tags by purely fetching with `git fetch -t` [3].
The official documentation of git [4] is very good btw and includes
also a book [5] on it's concepts with several examples of how to do stuff.
Github's documentation is in a few cases spotty but not bad, either [6].
