I'm not sure which mail you're referring to, but I checked my archives
and indeed, the announcement of public CVS access mentioned the
possibility of access to those lists. My bad for missing that part back
then, but it seems I'm not alone there, so the explanation for the
apparent lack of interest is the lack of awareness.
