I'm for it.  I already go through the open PRs (GNATS database problem
reports) we have periodically for X issues and work on narrowing them
down. I would happy to work on a bugzilla database, which seems much
more advanced.  It would be valuable to me to be able to look at bugs
and patches from other package maintainers.  Currently I have to do this
by snooping through mharris's SRPMS, and I haven't had a chance to look
at what other distributions are doing.
