Last time I checked, I was told DES is still restricted for
exportation from the US to a list of countries like North Korea, Syria
or Lybia.
Yes, as well as to known terrorists, countries the US government has labeled as supporting terrorists, the Taliban, and a few others. See http://www.bis.doc.gov/Encryption/EncFactSheet6_17_02.html

I think that last line should be "import/use" instead of export.
