Ouch. (Some people complain about 260 FPS...)

There has recently been some discussion about poor DRI performance of
PCI Radeons on the dri-devel mailing list, but unfortunately, it's
basically a mystery.

It's probably related to 3., you may want to try running with DRI
disabled.
