This basically down to font design. There are not many arabic fonts
out there that can display properly for small size. I think there are
no arabic fonts out there that are properly hinted for small size. For
small size, most would use Tahoma, which is readable, at best.

I tried to solve this problem in a different way - embedded bitmap.
You can try my font at http://mrykacstqurn.wikispaces.com/ . I did not
have the time to complete the font to my desire, but it is usable.
