We ported the sequential scan changes from ZFS On Linux (over at https://github.com/zfsonlinux/zfs/commit/d4a72f23863382bdf6d0ae33196f5b5decbc48fd) to FreeNAS last year; I just submitted the diffs for FreeBSD-HEAD for review over there (over at https://reviews.freebsd.org/D15562).
I don't have an Illumos system setup, so I don't feel comfortable trying to make a pull request for code I can't even do a build-test on. Alexander Motin suggested we ask about it.
