'Structured' will mean that all languages which are handled by the
assigned translation group will allow suggestions from translators, but
someone from the translation group, responsible for this language, will
need to review it before it's committed. Translations for languages that
don't have someone responsible in the translation group will be accepted
straight away so no change there.

Because of that I think the only group we have interest in getting in is
the Ubuntu Group I mentioned earlier as the Launchpad team only has few
languages maintained.

What's more, assigning a group and 'Structuring' the translations only
mean what I wrote above and requires us to somehow motivate people from
the respective language teams to review translations - without them new
translations will be 'locked' in some sense.
