One architectural option (of domain driven design) would be firstly, to consider the relatively narrow context of the work supported by each of your existing websites and the relatively broad context of the domain they together address. Secondly, to refine the APIs of each service (to make a set of "open services") whilst over-layering them with a facade for the wider domain context of "democracy websites" (perhaps later, with it's own API). Then to design with a fresh mind citizen interactions with the structure of representational government (or whatever your analysis is) stitching in the functions of the open services, and introducing new features which make sense at this level, as you go.
