It's an open letter, so I assumed that meant he'd written it as an email (in which case footnoted web addresses makes sense), and then just not bothered to alter this when putting online. Whether the links are live or not is nothing to do with the matter I was replying to.
I obviously agree they should clearly be real links given it is online - have you tried emailing him and asking him to fix it?

It is an online article, and those links should be live. I don't think that is a minor point. Most editing software even turns that sort of reference into a link unless you tell it not to.
