My suggestion is the same or even less regulation but almost total
transparency. With a regularly updated public database/API of itemised
expenses claims people would be question individual items that seemed
excessive and easily perform comparisons between different MPs' claims
for similar items as well as overall spending comparisons.

Perhaps naive, but there you go.
