That isn't quite right. Section 11 provides for an applicant (the
person asking for information) to request that the information is
supplied in a particular format (or a digest of it or an opportunity
to inspect it). The authority must comply with the applicant's
preference "so far as reasonably practicable"

Where it is straightforward for an authority to supply in format A
information that is already available in format B then the authority
would be bound to comply with a preference for format A. If the ICO
thinks otherwise, the ICO is wrong 8-).
