If you do go down the latter route, have a look at (chat with) the group
doing a Manchester TheyWorkForYou
(http://code.google.com/p/mcc-work-for-you/) -- there may be common
ground. No sense reinventing the wheel (even if you use a different
language - you can at least make sure the apis are working in the same
direction).
There seems to be gradually forming a informal group of us working on
the issue of local government data. I'm doing OpenlyLocal.com (was
TheyWorkForYouLocal.com -- just waiting for DNS changes to take effect)
which seeks to aggregate local govt data and provide a unified way of
accessing it, and has over 40 councils on it already, though there's a
long way to go yet.

First of all, I love what you're trying to do with MySociety, there are few
causes more worthy of attention than the governance of your own country.
I'm a web/app developer with a little spare time on my hands, and I'd love
