There are paid for services that usually manage a better guess than
that. They buy in data from other sources that shows geographical
indications of where you people using your IP address claim to be and
can often do a better job of pinpointing than just using your ISP's
known location. For what I hope are obvious reasons its all hit and
miss, but then it has to be.

Its always been a problem since we started moving away from directly
connected terminals (whose location you knew) and unless people tell
you truthfully where they are you can't know.
