Yes, but currently the skew is in favour of those with the data. Opening up the 
data corrects the existing skew by widening the power base. 

For example, there's a campaign in these parts (E Sussex) to dual a section of 
the A27, "supported" by a particular data analysis. It's useful for people to 
see data presented in a neutral manner.
