when i was a labour councillor in a tory authority, we gravely had to
consider a Young People's Crime Strategy document on the grounds that 21% of
all crime in the borough was committed by people under 25. I suggested that
we surely needed an Older People's Crime Strategy if people over 25 were
committing 79% of the crime

My point was ignored by the tories and by my labour colleagues
