I do think that, considering the basis for Democracy Club, we should be
looking at areas undefinable by URLs, but accessible by real volunteers.
So things like vote counts, party nominations, local politics and such.
It's a sort of categorisation of the scales of data involved - going
from strongly structured data, through specialised scraper systems to
scenarios in which the data hasn't even touched the web. This isn't to
denigrate volunteers as mere scraping machines, but rather to realise
the wealth of data unaccessable in a fair and equitable fashion, though
still easily experienced by any single person.

Loads of issues around impartiality and reliability etc, but a great
opportunity for 'real people' to oversee the process...
