Whilst the BBC and Guardian make it clear that they get their results from
the PA, if a team were to trawl through the council websites collecting the
information themselves wouldn't this be ok? As it's the councils publishing
the individual results and them making the data open (at least Lincoln have)
then the final database should also be open?
