The <a rel="cite" resource="http://www.legislation.gov.uk/id/ukpga/1999/17" href="http://www.opsi.gov.uk/acts/acts1999/ukpga_19990017_en_1">Disability Rights Commission Act 1999</a> replaced the National Disability Council with the Disability Rights Commission (DRC). I don't really get though why the resource= and href= link should be different... Presumably that will change as OPSI and StatuteLaw get decommissioned.
