I don't really get though why the resource= and href= link should be
different... Presumably that will change as OPSI and StatuteLaw get
decommissioned.
That page seems to have been written before legislation.gov.uk had an
HTML version; it makes other references to not having HTML, which it
clearly does. So yes, it certainly looks like you could have the same
link now (as the ID URI /id/... redirects to the document URI).
