Well, they were structured like this, back in the days before
computers. But in the era of QR codes big organisations can handle IDs
of arbitrary complexity, and it's us punters who can't cope with long
strings to identify things.

That's why I'm saying "start with what the public wants and needs, and
the companies can just load in the database".
