New database system for identifying/locating people and their addresses is
about to be launched. a "single source of address data" according to the
DCLG, as opposed to the current system which depends largely on lists
brought together by local councils, which can be holey. (PR described some
of them as "frankly, shoddy")
May be worth bearing in mind if you are requesting data via FOIs, although
I'm not sure how significant this is

the Government will launch its National Address Gazetteer (NAG). NAG is the
Government’s attempt to improve the way in which public services (in
particular the emergency services and local Government) are able to

so NAB should play a big part in changing the way in which public services
are able to accurately locate people and reduce emergency response times
etc. In addition, it will help local councils cut out things like tax fraud.
