Public services can’t just get access to NAG as it’s just a database, it has
to be packaged into a tool. GB Group (www.gb.co.uk), as the UK’s leading
identity verification specialist, is one of the few companies that will be
providing this.
You can't get access to a database _directly_ but only if its packaged
in a tool of course.
It is, however, possible to get access to the raw data directly, in in
order to package it into your own tool. It would be reasonable to hope
that the NAG data will be available in raw form as well as via
prepackaged tools.
