I wonder if the email address generated for a request was visible to the
logged in requester, that would allow them to say on any replies
incorrectly routed:-

"
Please re-reply to [email protected] for any reply to request of
reference ZZZZZZZ.

[email protected] being the 'return address' for this request.
"

Although I have not seen an email sent to the authority, could explicit
instruction about the return address be added there too?

Just a suggestion.
